The axis of the compass seems to be shifted. When steering exactly 270°, West and East don't aline (see first picture). This is irrelevant if you can use an electronic compass. But ships without electronic compass must be controlled by compass itself, and then it is confusing when West and East are not on a line (see second picture). Especially when wind indicators cover the numbers, for example 10°, you must use the opposite side 190° to set the right course.
